1月29日下午，国防部举行例行记者会，国防部新闻局副局长、国防部新闻发言人蒋斌大校答记者问。
记者：1月23日以来，中国海警持续组织相关力量在中国黄岩岛附近海域搜救倾覆外籍货轮落水船员。菲律宾海警发言人在感谢中方救援菲律宾船员的同时，声称中方应尊重所谓“菲律宾专属经济区”，并污蔑中方“恐吓、骚扰或阻碍”船只。请问发言人对此有何评论？
Question: Since January 23, China Coast Guard (CCG) forces had been involved in searching and rescuing overboard crew members from a capsized foreign cargo ship near China's Huangyan Dao. While expressing gratitude for China's rescue of Filipino crew members, a spokesperson of the Philippine Coast Guard (PCG) said that the Chinese side should respect the so-called exclusive economic zone of the Philippines. He also made unfounded accusations, alleging that the Chinese side intimidated, harassed or obstructed vessels. Do you have any comment on this?
蒋斌：1月22日，一艘新加坡籍货轮在中国黄岩岛附近海域倾覆。中国海警东沙舰、三门舰，中国海军大理舰等力量第一时间赶赴失事海域开展人道主义救援，成功救起17名菲律宾籍落水船员，并提供了饮食保障、医疗检查和休息场所。1月25日，中方向菲方移交获救船员，菲方对此表示感谢。但菲律宾海警有关发言人居然借这样的人道主义善举煽宣炒作，手段卑劣，行为可耻。
Jiang Bin: On January 22, a Singapore-flagged cargo ship capsized in the waters near China's Huangyan Dao. The CCG's Dongsha ship and Sanmen ship, together with PLANS Dali, promptly headed to the maritime area for humanitarian search and rescue. They rescued 17 Filipino crew members from the water and provided them with food, medical checks and shelter. The crew members were handed over to the Philippine side on January 25, which expressed its gratitude. However, certain PCG spokesperson blatantly used this humanitarian act as a tool for malicious propaganda, which is utterly mean and shameful.
