国防部：2025年中国军事外交积极进取开创新局面
MND: China's Military Diplomacy: An Active and Pioneering Course in 2025

记者：2025年，中国军队对外交流合作令人印象深刻。请发言人进一步介绍有关情况。
Question: China's international military cooperation in 2025 is impressive. Can you further brief us on that?
张晓刚：今年以来，军事外交紧紧围绕党和国家工作大局，坚持元首外交战略引领，聚焦服务备战打仗，积极进取、奋力开创新局面。一是加强与俄、美、欧等战略沟通，军委领导应邀访问俄罗斯，中美防长视频通话并线下会晤，中法、中德开展防长访问交流，中印（尼）举行外长防长“2+2”对话机制首次部长级会议，中英两军领导举行双边会谈，与有关国家防务部门开展机制性磋商，对外军事关系走深走实，塑造有利战略安全态势。二是精心举办上合组织国防部长会议、中拉高级防务论坛、中非和平安全论坛首届青年领军者大会，在联合国维和部长级会议提出支持联合国维和改革转型主张，北京香山论坛感召力影响力持续提升，多边军事外交凝聚共识，发出中国军队响亮声音。三是中外联演联训联赛亮点纷呈，中俄（罗斯）海上联演和空中战略巡航、中马（来西亚）“和平友谊”联演、中埃（及）“文明之鹰”空军联训、中塞（尔维亚）“和平卫士”陆军联训等突出实战，提升共同应对安全挑战能力。四是针对有关国家在台湾、南海、历史等问题上挑衅滋事，及时开展外交交涉、信息发布，揭穿虚假叙事，维护国家利益。国防部新闻发布增频扩容，开通X平台账号，让更多海外受众直观了解中国军队。新的一年，我们将深入贯彻习近平强军思想，深入贯彻习近平外交思想，积极践行“四大全球倡议”，推动国际军事合作高质量发展，为打好实现建军一百年奋斗目标攻坚战提供支撑，努力谱写中国特色大国军事外交新篇章。
Zhang Xiaogang: This year, with a pioneering spirit and proactive efforts, work related to China's military diplomacy has been conducted in a way that kept in alignment with the overall work of the Party and the state, adhered to the strategic guidance of head-of-state diplomacy, and focused on contributing to the improvement of combat readiness. Firstly, we have strengthened strategic communication with countries including Russia, the US, and European countries. Vice Chairman of the CMC visited Russia upon invitation. The Defense Minister had virtual and in-person meetings with the US Secretary of War, and paid visits to France and Germany. China and Indonesia held the first Joint Foreign and Defense Ministerial Dialogue under the 2+2 mechanism. Senior military leaders of China and the UK held bilateral talks. We have deepened institutional consultations with defense authorities of several countries. All these efforts have strengthened China's military ties with other countries and fostered a more favorable strategic security environment. Secondly, we successfully hosted the SCO Defense Ministers' Meeting, the China-LAC States Defense Forum, and the inaugural Young Leaders Conference of the China-Africa Peace and Security Forum in China. At the UN Peacekeeping Ministerial, China put forward proposals in support of the reform and transformation of UNPKOs. The Beijing Xiangshan Forum has become more attractive and influential. Multilateral military diplomacy builds consensus and sends out the voice of the Chinese military. Thirdly, the joint exercises and training with foreign militaries featured many highlights. These include China-Russia joint naval exercise and joint aerial strategic patrol, China-Malaysia Aman Youyi joint exercise, China-Egypt Eagles of Civilization joint air force training, and China-Serbia Peace Guardian joint army training. Through these realistic exercises and training, we have enhanced our capabilities to jointly respond to security challenges. Fourthly, we responded to violations and provocations made by relevant countries concerning Taiwan and the South China Sea with timely diplomatic representations and press releases to counter misinformation and defend national interests. The MND increased the frequency of press releases, expanded media participation, and launched an account on the X platform to help overseas audience to get better access to information on the Chinese military. In the coming year, we will thoroughly implement Xi Jinping Thought on Strengthening the Military and Xi Jinping Thought on Diplomacy, actively practice the four major global initiatives, and promote high-quality development of international military cooperation, so as to provide support for achieving the military's centenary goal and to open a new chapter in major-country military diplomacy with Chinese characteristics.
