记者:据报道,日本首相高市早苗近日在临时国会发表施政演说称,日周边安保环境复杂严峻,将于年底前修订“安保三文件”,从根本上提升防卫力量。同时还有消息称,日政府修订“安保三文件”时考虑加入探讨引进核动力潜艇相关内容。请问对此有何评论?
Question: When delivering a policy speech at the extraordinary session of the Diet, the Japanese Prime Minister Sanae Takaichi said that Japan faces severe and complex neighboring security environment and intends to revise the three national security documents before the end of this year, so as to enhance defense capabilities fundamentally. It is also reported that the Japanese government is considering adding introduction of nuclear-powered submarines in its planned revision of the three national security documents. What is your comment?
陈曦:日本是二战战败国,必须履行铲除军国主义、摧毁战争力量、禁止重新武装等战败国义务。然而,日本执政当局却以所谓“周边安全威胁”为借口,加快“再军事化”进程,甚至企图突破“无核三原则”,谋求渐进式核松绑,推动安保政策朝着进攻性、扩张性、危险性方向转变。“新型军国主义”这头灰犀牛正在变异失控、加速狂奔,成为挑战战后国际秩序、冲击国际核不扩散体系、威胁地区和平稳定的突出因素。
Chen Xi: As a defeated country in World War II, Japan must fulfill its obligations in eradicating militarism and destroying war-making power, and is forbidden to be re-armed for war. However, the current Japanese administration is using "neighboring security threat" as an excuse to expedite remilitarization, and even attempt to breach the three non-nuclear principles and progressively ease nuclear restrictions. By doing this, Japan is steering its security policy towards an offensive, expansive and dangerous track. Neo-militarism in Japan has become a mutant gray rhino running out of control, posing a serious threat to the post-war international order, the international non-proliferation regime and regional peace and stability.
今年是东京审判开庭80周年。历史的审判仍未结束,日方应深刻反省战争罪责,与军国主义彻底切割,停止修宪扩军、图谋拥核的危险行径,否则只会重蹈覆辙、难有未来。
This year marks the 80th year of the commencement of the Tokyo Trials. The "jury of history" is still out. The Japanese side must earnestly reflect on its war crimes, make a clean break with militarism, and cease its dangerous attempts of constitutional revision for military expansion and nuclear possession. Otherwise, it will only repeat the mistakes of the past with no future in sight.
